With chlorine; In N,N-dimethyl-formamide; at 30 - 60℃; for 1h; 5 mol of N,N-dimethylformamide and 1 mol of 7-fluoro-2H-1,4-benzoxazine-3-(4H)one were charged into the reaction vessel.At the same time, the air introducing device is turned on, and 1.05 mole of chlorine gas is introduced into the reaction kettle.At the same time, the reaction temperature in the reaction vessel is maintained at 30-35 C. After the chlorine gas is introduced, the temperature in the reaction vessel is raised to 60 C and kept for 1 hour.A sufficient reaction was carried out, and after 1 hour, the temperature in the reaction vessel was raised to 120-130 C for degassing.In order to remove residual chlorine and a small amount of hydrogen chloride, and then reduce the temperature in the reactor to 10-20 C to be used in the next step;
